allow upgrade tests to fail
Description
The upgrade tests will sometimes fail, usually shortly after a release between when a new release is tagged and the packaging updates from that release are merged back to master. We need to be made aware of any upgrade issues but this shouldn't lead to a pipeline failure. Allow these tests to fail.
