Run rpmlint over binary RPMs

Description

Up until now we have been running rpmlint over the SRPMs, which catches a small subset of possible packaging issues. This MR patches the gitlab-ci to run rpmlint over the binary RPMs, and then attempts to address the myriad errors discovered.
