Fix rpm devel obsoletes

Description

The lal*-devel packages are being replaced by the liblal*-devel packages, the version used to specify when this replacement was made is currently using the current package version. Whilst I don't believe this will cause any problems it is not technically correct, this MR updates the versions top match when the packages were replaced.
