Improve username handling in lalapps_cbc_sbank_pipe and lalapps_cbc_sbank_sim_pipe

Description

This MR improves the query for the current USER name in lalapps_cbc_sbank_pipe and lalapps_cbc_sbank_sim_pipe. In practice this will have zero impact, but enables sanity checking these scripts (via <script> --help) in the TEST phase of conda build where the USER environment variable is not set.
