LALApps: merge pulsar/MakeSFTs/ and pulsar/Injections/ into pulsar/MakeData; move hwinjection/ to pulsar/HWInjection/

Description

This is some minor changes to the locations of various programs in LALApps. The two main changes are:

  • Merge the pulsar/MakeSFTs/ and pulsar/Injections/ directories into a new pulsar/MakeData/ directory, containing all the CW programs that "make data" i.e. make SFTs (fake, from frames, with/without injections, etc.)
  • Move the hwinjection/ directory to pulsar/HWInjection/. Since this directory contains only the CW hardware injection code, it make sense for it to be here.
