Time correction file location was not being stored in structure

Description

In the structure to contain the time coordinate system lookup table TimeCorrectionData there is an entry for the location of the file that the information was read from. However, currently this does not actually get set in the XLALInitTimeCorrections function. This MR fixes this and correctly sets the filename.
