added code to parse numrel_data string for extra waveform parameters

Description

This code parses strings in the numrel_data field of a row in a SimInspiralTable to read in extra waveform parameters that can be passed (via a LALDict) to the inspiral waveform generator.

This has not been reviewed yet. The code is only used by gstlal so it should probably be reviewed by Kipp Cannon, Sarah Caudill, or Chad Hanna. I only see Kipp on the Reviewers pull-down menu.
