update for python-ligo-lw api change

Description

the ligo.lw.utils.process.set_process_end_time() function has been replaced with a .set_end_time_now() method attached to the Process row object. the next release of python-ligo-lw will remove the deprecated function. this patch updates lalsuite for compatibility.
