Small fixes in lalsimulation/test/python and in the STT5 dynamics

Description

A small error has been spotted in the 3PN linear-in-spin phasing of STT5, which this patch fixes. The regression test that uses values stored in lalsimulation/test/python/reviewed_evolveorbit.ini has been consequently updated, taking the occasion to rename the file .asc -> .ini, as it is more appropriate.

The STT5 3PN linear-in-spin phasing has been fixed, so the regression test associated to spin precession is also updated.
