Use new `DISABLE_REPOS` template variable to disable HTCondor and OSG repos for RHEL jobs

Description

This MR updates the CI to use the new DISABLE_REPOS template variable to disable both the HTCondor (already disabled) and OSG (new) yum repositories for all RHEL-based jobs, since we don't use them and they occasionally aren't available.
