Work around conda issue solving for openssl

Description

This MR fixes #471 (closed) by pinning the version of openssl used in the builds. I don't really understand why this is happening, but have a hunch this is related to the ongoing conda-forge migration to openssl v3 (currently openssl is pinned at v1.1.1), perhaps once that migration is closed, this can be reverted.
