Add set/get methods for tRange in LALFrame

Description

This MR fixes #477 by adding the appropriate get/set methods for the tRange attribute of FrProcData. I've tested this using the test script from #477 and it reports the correct result for both FrameL and FrameC (verified using FrDump from framel).
