Use mamba to install conda packages and mambabuild to build them

Description

This MR modifies the CI configuration to use mamba to install conda packages, and mambabuild to build them. The mamba solver is significantly faster than the regular conda solver, and produces nearly identical results, so this should save us a bunch of time.
