Build a custom yum repo from which to source pipeline packages in rpmbuild jobs

Description

This MR modifies the rpmbuild jobs to not just yum localinstall the rpms from upstream jobs, but to bundle them into a new yum repo and configure yum to see it. This should better mimic a koji-style build and would point out issues in the packaging (missing BuildRequires etc).
