Remove all Fscan scripts from LALSuite

Description

This cleans up the Fscan directory to only include the processing of SFTs done with C code programs: spectrograms, normalized and averaged spectra, etc.

Fscan workflow generation script/postprocessing/plotting/etc now under new repository: https://git.ligo.org/CW/instrumental/fscan
