Declare lalinspiral python test helpers as noinst_pybin_scripts

Description

This MR closes #533 (closed) by updating the test_thinca.sh helper scripts to be python files (not executables) that are declared in Makefile.am as noinst_pybin_scripts. I think this resolves the issue of them not being 'compiled' with libtool dlopen commands.
