lalapps/src/pulsar/Makefile.am: fix awk warning

Unfortunately I've found another issue with the lalapps/src/pulsar/ test-suite-checking code (see !1835 (merged) !1840 (merged)) 😩

This time it was an awk warning: for some reason I thought you could use if (variable) { ... to test if a variable exists, but apparently that only works for scalars, not for awk arrays. I've now fixed the warning.
