Add test suite for LALApps codes in CreateEphemeris/

Description

This MR creates tests for LALApps codes under src/pulsar/CreateEphemeris/, which are used to create ephemeris and timing correction data files from JPL/TEMPO data files.

The tests include ~12 MB of data from JPL/TEMPO as reference results. These are stored in LFS-hosted tarballs.

The test for lalapps_create_solar_system_ephemeris_python requires the jplephem module, which is not packaged for Debian/RHEL but is available in Conda. The test runs (and passes) on Conda but is skipped on Debian/RHEL CI jobs.

Some minor changes to the tested executables were also made to facilitate writing the test scripts, as well as some minor bug fixes.
