Distinguish between the 'nightly' build and normal schedules

Description

This MR fixes an issue spotted by @leo-singer where a scheduled pipeline on a fork was no longer running the full nightly pipeline. The fix introduces a new rule *scheduled which can trigger on any scheduled pipeline, as opposed to *nightly which only runs on the upstream repo.
