CI: fix nightly build

Description

  • For convenience, extend the manual (renamed from web) rule to trigger a nightly build when commit message includes [nightly ci]. Document this in CONTRIBUTING.md
  • Fix lalapps/src/pulsar/CreateEphemeris/test_create_time_correction_ephemeris.sh so that icc job passes
  • Allow platform:conda:macos-x86_64 to fail; see #514 (closed)
