HierarchicalSearch.c: initialise usefulParams.dFreqStack before calling SetUpSFTs()

Description

SetUpSFTs() needs usefulParams.dFreqStack initialised so that it can pass it to XLALCreateFstatInput() (as in->dFreqStack). However, usefulParams.dFreqStack is only initialised after SetUpSFTs() is called.

This MR moves the usefulParams.dFreqStack initialisation before the SetUpSFTs() call.
