lal*/Makefile.am: build test/ before bin/

Description

• Traditionally test/ contains the library test scripts, separately from lib/, while test scripts for applications are usually co-located with then in bin/ (or in LALApps under src/)
• Running make check on test/ then bin/ will therefore run test scripts for the libraries before test scripts for the applications that use them
• Particularly import for the pulsar codes, once everything under lalapps/src/pulsar has been moved to lalpulsar/bin, but probably makes sense for other libraries as well
