SWIGPython.i: handle NumPy integer types

Description

Extend the SWIG wrappings to handle NumPy integer types. Since all SWIG integer type conversions ultimately used either SWIG_AsVal_long() or SWIG_AsVal_unsigned_SS_long(), it is most straightforward to replace those functions with custom versions using C preprocessor macros. The NumPy integer type conversion code snippets are taken from here.
