Reverse dependency order of LALInference and LALPulsar

Description

This MR reverses the dependency order of LALInference and LALPulsar, to facilitate #540 (closed). Previously, LALInference depended on LALPulsar; now, LALPulsar (optionally) depends on LALInference (and its dependent libraries).
