exclude lalapps from lalinference/lalpulsar tests

Description

Excludes LALApps when installing packages for lalinference_testjob and lalpulsar_longtests, these tests don't require LALApps and do not depend on the LALApps jobs, as such the lal* regex when installing packages will match the system version of LALApps and potentially lead to installation issues.
