Minor SWIG fixes, require Python 3.5+ for SWIG/Doxygen scripts

Description

  1. Some minor fixes to the SWIG build system.
  2. Require Python 3.5 or later for scripts used by the SWIG & Doxygen builds. No changes needed to the Python scripts themselves which are already Python 3 compatible. Removes the last references to Python 2.x versions in LALSUITE_REQUIRE_PYTHON() and LALSUITE_CHECK_PYTHON() macros.
