Remove -UNDEBUG from conda build recipes

Description

Currently the conda recipes include -UNDEBUG to better match the other development builds, however, as discussed #596 (comment 586031) it's better to mimic the production conda builds.

So, this MR removes the setting of -UNDEBUG from the conda builds, amongst some other reorganisation.
