Additional NULL pointer checks for LALPulsar Hough codes

Description

Adds some additional NULL pointer checks to lalpulsar/bin/Hough/DriveHoughMulti.c, lalpulsar/lib/Peak2PHMD.c, and lalpulsar/lib/ConstructPLUT.c. With these checks, the additional per-loop NULL checks (which don't make sense for contiguous arrays) can be safely removed per !1970 (merged).
