Fix a bug when no SFT exists in the spectrogram lalpulsar_spec_avg
Description
This fixes a bug so that a time is now printed to the line in the file when no SFT exists. !1986 (merged) Added frequency and timestamps to the spectrogram data output, but there was a bug that when no SFT data existed at a certain time, then the timestamp would not be printed to file. This MR now fixes the issue.
