Remove /usr/include from LAL_SYSTEM_INCLUDES

Description

This MR resolves Can LAL_SYSTEM_INCLUDES be removed? (#617 - closed) by removing the explicit reference to /usr/include in the LAL_SYSTEM_INCLUDES configuration.
