Revert "CI: add rule "[ci macos]" to run all MacOS jobs"

Description

This reverts 2342adba from !2000 (merged) which added a [ci macos] to run all MacOS jobs.

I'd implemented this by adding a rule to a low-level .macos-job template which is then inherited by other jobs using extends. Unfortunately I didn't realise GitLab rules can't be inherited, because rules are given in a YAML array and you can use extends to merge hashes but not arrays.

The current effect of 2342adba is to disable all the MacOS jobs, which obviously needs to be reverted.

For now anyone who wants to run MacOS jobs specifically can use [ci platform] or [ci wheels].
