CI: don't run normal push pipeline on main branch of lscsoft/lalsuite

Description

A minor tweak to !2015 (merged) - pushes to the main branch of lscsoft/lalsuite should only need to run the MR pipeline, not the regular push pipeline (i.e. with the lal:pkg jobs).

Since the logic behind when CI pipelines are triggered is getting a little complicated, I've also tried to document the triggers for each pipeline in plain-ish English.
