gnuscripts/generate_user_env.awk: MANPATH needs trailing colon

Description

Fixup to #599 (closed), !1977 (merged); MANPATH needs a trailing colon (if set) in order to include its default search paths.

Fix is to

  • Add "trailingcolon" directive in gnuscripts/generate_user_env.awk to ensure trailing colon is added
  • Apply "trailingcolon" directive to MANPATH in library user environments set in lal../Makefile.am

Tested on my local machine.
