lalsuite_run_uninstalled: remove check that last argument is executable

Description

The check presumes lalsuite_run_uninstalled is running a script without arguments, which was the case for test scripts. But these days lalsuite_run_uninstalled is also used in Python stub scripts which take arguments, so this check no longer makes sense. (It's a little surprising it's not caused problems before now.)
