Add AUTHORS to .gitlab/CODEOWNERS

Description

!2031 (merged) adds the lal/*AUTHORS files to the Git history.

This MR first adds AUTHORS to .gitlab/CODEOWNERS so that (hopefully) approval of !2031 (merged) does not require approvals from all the lal/ code owners.
