Adding IMRPhenomPv2_NRTidal and higher-order TaylorF2 tidal terms

Frank Ohme requested to merge frank-ohme/lalsuite:lalinference_o2 into lalinference_o2

This is new waveform code that has been reviewed for the lalinference_o2 branch. See the review home with more information here:

Note that the code is already in use for the Testing-GR paper, but it would be good to add it also to the official lalinference_o2 branch.

Porting the code to master is in progress. Questions/comments can be addressed to myself, @anuradha.samajdar (who is the main developer), @maria.haney and @sebastian-khan.
