CI: allow lint:api-merge-diff to fail if CI_MERGE_REQUEST_TARGET_BRANCH_SHA is missing

Description

CI_MERGE_REQUEST_TARGET_BRANCH_SHA might be missing in some cases (private fork??) in which case just skip the ABI check. Code owners can still check ABI changes manually in diff and request changes.
