Ensure ENABLE_NIGHTLY is exported for Koji builds

Description

ENABLE_NIGHTLY is set by rules.yml for the Koji builds, but possibly isn't exported by GitLab. This MR ensures export ENABLE_NIGHTLY runs before the Koji build script.

I can't confirm this fixes the issue as I don't have permission to run the Koji builds, so this will need to be tested by the next scheduled nightly build.
