Allow user to pass a frame cache file to lalpulsar_MakeSFTDAG

Description

This MR permits the user of lalpulsar_MakeSFTDAG to provide a frame cache file, thus avoiding the use of gw_data_find. The reason this is needed is, for example, one wants to use frame files that are not discoverable from gw_data_find. We may use this feature for self-gated h(t) frame files
