Add SEOBNRv5_ROM

Description

Adds the waveform model SEOBNRv5_ROM. The model has been reviewed (review chair: @geraint.pratten), wiki page: https://git.ligo.org/waveforms/reviews/seobnrv5hm_rom

The ROM data file needed to use the model has been added to lalsuite-extra: lalsuite-extra!8 (merged)
