Add .historical_authors to CODEOWNERS

Description

Add .historical_authors to CODEOWNERS. These files will be added in !2129 (merged), which renames lal*/.AUTHORS to lal*/.historical_authors to make the purpose of the files clearer. I need to change CODEOWNERS in a separate MR first, otherwise adding .historical_authors in !2129 (merged) requires approval from all the package maintainers. (This feels like a GitLab bug to me, but anywho...)
