restructure container registry layout
Description
Restructures the layout of the container registry, for containers built nightly they will use
containers.ligo.org/lscsoft/lalsuite:nightly-${PLATFORM}
and for tags will use:
containers.ligo.org/lscsoft/lalsuite:${VERSION}-${PLATFORM}
this will allow use to set up container cleanup to automatically cleanup old containers.

Edited by Adam Mercer@duncanmmacleod @karl-wette I've been working on and off on this since the face-to-face, I think it's ready to go now. This should allow us to enable a cleanup policy on the container registry to automatically delete old versions. At the moment the structure of the registry is such that we can't use this.
This layout more closely follows the layout of other projects on Docker Hub and Quay.io.
