.gitlab-ci.yml: add EOF newline

Description

Somehow .gitlab-ci.yml ended up without an EOF newline; this MR adds it back. It also adds a section to .coafile to check .gitlab-ci.yml and .gitlab/ci/*.yml for whitespace errors.
