CI: always run pip install --upgrade pip before pip-installing anything

Description

Some pip packages won't install without the latest version of pip (e.g. some wheels). So it's always safest to first run pip install --upgrade pip before pip-installing anything.

This should fix the currently failing coverage CI job.
