CI: install build dependencies for lal*:pkg builds

Description

When new code requires new dependencies, adding them to the relevant .spec file will get them installed during the basic package-level build jobs (lal*:pkg) than run on pushes.

Once the new code is merged into master, I imagine the new dependencies will eventually find their way into the igwn/lalsuite-dev:el7-testing image the lal*:pkg jobs use.
