ssbtobarycenter: end time of ephemeris needs updating
Description
In the ssbtodetector.c
code, it sets an ephemend
time to be the start of 2020, based on the old solar system ephemeris file end time. The ephemeris files were updated to span until 2040, but this time variable was not changed. This means that lalpulsar_ssbtodetector
will fail for times after 2020, when it should in fact be able to work until times up to 2040. This MR fixes this.
