Updates to lalinference for python 3.12

Description

As reported in #740 (closed), there are issues in lalinference with python3.12. This MR is to fix this to use

  • ConfigParser.read_file() instead of readfp() (checked with exception for fallback to earlier version)
  • no longer import from six
