CI: keep Numpy 1.x in wheels tests

Description

This MR should hopefully keep NumPy at version 1.x until we're ready to upgrade wheels support to version 2.x (see !2275 (merged)).

NumPy was being upgraded by packages installed during the testing phase of the wheel builds. This MR first installs NuPy < version 2, then installs the wheels for testing with the pip option --upgrade-strategy only-if-needed.
