CI: restore Debian platform build, --enable-swig-... fixes

Description

Restores a platform build on Debian bookworm (current stable).

In CI scripts (.gitlab-ci.yml, etc.) for clarify use only --enable-swig-python and/or --enable-swig-octave (rather than --enable-swig) to make clear which wrappers are being built.
