Use conda and conda-build everywhere in CI

Description

This MR updates the CI pipeline to use only conda (and not mamba) and conda-build (and not boa) everywhere. The libmamba` solver plugin for conda means that the performance gains from mamba are now part of the default condaforge distribution.
